基于循环经济理念的新一轮土地利用总体规划环评及环境友好型土地利用模式研究——以黑龙江省佳木斯市为例

摘　　要：利用AHP法和资料分析法,采用"3R"原则将循环经济理论应用于佳木斯市新一轮土地利用总体规划环境影响评价中,并且进行环境友好型土地利用模式研究。通过研究可以发现规划近期、远期佳木斯市土地利用总体规划环境影响评价综合值稳步上升,新一轮规划方案切实可行;规划环评四大方面都有不同程度的提高,其中经济社会发展增长最快,但是土地污染废弃物减量排放却呈现下降趋势;佳木斯所辖三市四县规划环评五方面有所差异;针对佳木斯市新一轮规划环评结论,提出5种环境友好型土地利用模式。因此基于循环经济理念的规划环评对于佳木斯市因地制宜采取环境友好型土地利用模式具有重要意义。The purpose of this article is to apply to circular economy theory in general land use planning environmental impact on assessment of new round of Jiamusi city by means of 3R principle and carry out research on the use patterns of environment-friendly land.Methods of AHP and data-analysis were employed.The results indicated： The forward planning and land use of Jiamusi overall planning,environment impact assessment had been steadily increasing,new round plan was feasible;There was different degree improvement in evaluation value of four aspects,the growth of economy and social development was the fastest,but reduction emission of land contaminated waste showed a downward trend;There were some difference in the five aspects of EIA of three cities and four couties;For the result of EIA of new round in Jiamusi,the article put forward five kinds of environment-friendly land use patterns.The conclusion is that EIA of planning based on circular economy theory is of great significance for adopting environment-friendly land use patterns.
