摘　　要：一切为了人民的利益,既是周恩来人民本位思想的逻辑起点,也是周恩来人民本位思想的宗旨目的,涵盖人民是力量源泉,甘做群众的学生,虚心向群众学习,时刻为民着想,造福于民等基本方面;反对和消除官僚主义,作为周恩来人民本位思想的重大组合,全方位剖析官僚主义的二十种林林总总的表现,深入探究官僚主义的封建思想残余和现行体制弊端根源,探求防范官僚主义的制度建设和个人修养的治本之策。Everything concerning the people＇s interests,being the logical starting point as well as the purpose and goal of Zhou Enlai＇s people-oriented thinking,includes the following basic aspects： 1.People are the source of power;2.Enjoy being students of the masses and humbly learn from them;3.Always consider the people and bring benefit to them.To oppose and eliminate bureaucracy,as the great combination of Zhou Enlai＇s people-oriented thinking,comprehensively analyzes twenty kinds of various bureaucratic behaviors;in-depth exploration is delved into bureaucratic remnants of feudal thoughts and the cause of the disadvantages in the current system so as to pursue the institutional development to prevent bureaucratism and the fundamental solution to individual accomplishment.
