试论新疆理念——新时期新疆工作方略的理念构想

摘　　要：新疆的发展稳定需要构筑先进适用的"新疆理念"——共有同建、共富同乐。其中,"共有"是对新疆地位的本质反映,"同建"是新疆建设的基本要求,"共富"是新疆发展的主要内涵,"同乐"是新疆工作的最终目的。这既是对新疆优秀历史传统的总结提炼,反映新疆特色价值观,是新疆精神的灵魂,也是中国共产党在新疆执政为民理念的准确概括,应当成为新疆工作方略的核心理念。Xinjiang＇s development and stability must be based on an advanced and applicable ＂Xinjiang Idea＂： combined possession, joint construction, common prosperity, and happiness together. ＂Combined possession＂ is the basic reflection of Xinjiang＇s status; ＂joint construction＂ is the basic requirement of con- structing Xinjiang; ＂common prosperity＂ is the major connotation for developing Xinjiang; and ＂happiness together＂ is the ultimate goal for any work in Xinjiang. These summarize and extract the fine historical traditions of Xinjiang, which embodies the characteristic values of Xinjiang and the soul of Xinjiang spirit. They are also the exact generalizations of government for people by CPC in Xinjiang, which must be taken as the core idea in work strategies in Xinjiang.
