河北省中小企业上市融资的困境与对策

摘　　要：2009年10月我国创业板的成功推出为中小企业直接融资和风险资本的退出提供了有效的渠道,完善了现有融资体系中的短板,对多层次资本市场建设起到了强有力的推动作用。在各省市纷纷提出加快区域内企业上市融资工作的背景下,通过对比分析河北省与发达省份在中小企业板和创业板上市状况差异,探寻河北省中小企业上市融资困境的主因,进而提出政府主导系统整合相关资源、加大财政金融政策的扶持、增强企业与中介机构的有效对接、完善信用担保体系、提高企业创新能力等措施,系统推进河北省中小企业上市融资工作。In October 2009, the presentation of GEM in China provided the effective channel for direct finance of SME and risk capital withdrawal. It consummates the existing financing system＇s short board and constructs the powerful promotion effect on the multi-level capital markets. Various provinces and cities are proposing to speed up the work of listing finance. The paper analyzed the differences on the market conditions between Hebei province and developed provinces in SME board and GEM, and then explored the principal factors that cause SME＇s listing and financing difficulties in Hebei province. It then proposed the countermeasures, including the government leading the system to conform related resources, enhancing the support of financial policy, enhancing the effective docking between enterprises and facilitating agencies, consummating credit guarantee system, and improving the innovation ability of enterprises so as to advance the work of SME listing finance in Hebei province.
