农村法治建设的困境和出路

摘　　要：农村法治建设是建设社会主义法治国家的重要组成部分。近年来,农村法治建设取得了可喜的成就,但也面临诸多困难和挑战。为走出农村法治建设困境,加快农村法治建设进程,我国应从以下方面努力:充分认识新形势下农村法治建设的重要性,紧抓发展第一要务,破除城乡二元化格局,实行城乡统筹发展;加强农村法制建设,完善农村法律体系,树立法律权威;尊重农民在农村法治建设中的主体地位,确立政府协调、多方推动、共同参与的农村法治建设格局,进一步拓宽农村法律服务渠道;规范基层政权的依法行政工作,努力打造法治政府和服务型政府;加强和改进普法教育,建立普法长效机制;完善矛盾纠纷多元化解机制,主动依法维护群众利益。The ruling-by-law construction in rural areas is an important part of building socialist country ruled by law.In recent years,great achievements have been made in the ruling-by-law construction in rural areas,while confronting with many difficulties and challenges at the same time.To walk out of the predicament and accelerate the process of rural ruling-by-law construction,we should make our efforts from the following aspects： fully understand the importance of ruling-by-law construction in rural areas under the new situation,put development in the first place,break the dual rural and urban structure and plan the urban and rural development as a whole;strengthen rural legal construction,improve rural legal system,and establish the authority of law;respect farmers＇ supporting status in rural ruling-by-law construction,establish the pattern of ruling-by-law construction with government coordination and common participation,further widen channels of rural legal service;standardize the law-based administration of grassroots regime and set up law-based and service-oriented government;Strengthen and improve education to popularize law and establish sustainable mechanism of popularizing law;improving solving mechanism of contradiction and disputes,initiatively maintain the benefits of the mass according to the law and upgrade the scientific level of social management.
