摘　　要：目的探讨加强国际旅行卫生保健中心卫生检疫技术支撑建设的依据、意义和可行性。方法综合分析《国际卫生条例》(2005)和《中华人民共和国国境卫生检疫法》、国内形势和卫生检疫技术支撑历史沿革和现状,以及有关学术论文资料,并结合重庆、广东和深圳的实际探索经验,提出建议。结果加强国际旅行卫生保健中心的卫生检疫技术支撑建设是有法律依据、有现实基础、有重大意义。结论卫生检疫技术支撑建设是一项长期而艰巨,意义重大的工程。涉及面广,各地区差异大,情况复杂。有关部门宜早日统一部署,有计划地推进。只有这样才能确保口岸安全,保护公众健康。Objective To explore the basis, significance and feasibility of enhancing the International Travel Healthcare Center ’ s technical support construction of health quarantine. Methods Recommendations were proposed based on the practical experience of Chongqing , Guangdong and Shenzhen, and comprehensive analysis on International Health Regulations （2005）, Frontier Health and Quarantine Law, the history and current status of technical support of health quarantine, and related research papers. Results There was legal and realistic basis and great significance to enhance the International Travel Healthcare Center ’ s technical support construction of health quarantine. Conclusion The technical support of health quarantine, which involves a wide range of knowledge, has large regional disparity and complex conditions, is a long-term and difficult task with great significance. Departments concerned should centralized plan early and promote planed. This would ensure the port security and protect the public health.
