摘　　要：随着区域一体化的推进,我国大都市区地方政府在跨界公共事务治理中的协作问题逐渐引起人们的关注。作为对这一问题的回应,整体性治理理论所主张的地方政府间的协作和整合成为促进大都市区跨界公共事务治理的重要方式。在这一理论基础上,深入研究大都市区跨区域整体性合作组织的构建及运转机制,进而探讨由跨区域整体性合作组织、各个地方政府、非政府组织以及私营部门共同组成的大都市区地方政府跨界公共事务整体性治理模式,对实现我国大都市区跨界公共事务的有效治理具有重要的意义。With the development of regional integration, the problems in the collaboration of metropolitan local governments in dealing with eross-jurisdietion public affairs are increasingly given attention. As a response to this problem, holistic governance emerges as an important approach for promoting collaboration and integration of metropolitan local governments. Based on this approach, this article analyzes the functions and mechanism of cross- jurisdiction organization in coping with public affairs in metropolitan area. It attempts to formulate a collaboration framework ineluding local governments, non-governmental organizations and private sectors, which has an important real significance to effectively govern cross-jurisdiction public affairs in metropolitan area.
