对“非城市建设用地”及其规划管控问题的若干探讨

摘　　要：近年来,相关研究和实践倾向于将"非城市建设用地"作为一个相对独立的对象进行考察,但"非城市建设用地"这一概念难以界定,相关规划工作的内涵实质、管理操作等方面也存在诸多问题。在厘清相关概念产生的背景及其语境后,梳理当前的相关研究和实践经验,分析其中的问题或悖论。进而从3个方面探讨"城乡非建设类用地"所涉及的规划管控问题,即:完善现有城乡规划编制和管理体系:在空间规划体系中进一步落实城乡空间管制;在空间管制政策分区基础上,基于统一的用地分类体系,施行统一的城乡土地用途管理。Recently, many researches and practices tend to treat urban non-development land as a separate and unrelated land category, which is problematic both in conceptualization and practice. This paper clarifies the origin and context of the term ＂urban non-development land＂, reviews related researches and practices, and investigates its contradictions. Then this paper proposes solutions to the perceived problem, including 1） reforming the existing urban planning and governance system, 2） strengthening spatial planning and control of urban and rural land, and 3） unifying urban and rural land classification and control systems.
