摘　　要：以往的宗地管理方式中存在缺失宗地的现势使用信息、不能管理违规用地和业务管理粒度过大等问题,不能很好地满足第二次全国土地调查后地籍管理工作的具体需求.笔者通过细化宗地管理粒度,提出了多级宗地的思想,建立基于多级宗地的宗地变更管理模型,很好地解决了宗地管理中存在的以上问题.There are some problems in the methods of parcel management such as lack of current-usage inforrmation of parcel,couldn’t manage the illegal land use and fine-grained in business,which couldn’t meet the needs of cadastral management after the second national land survey.The author refined the granularity of parcel management,put forward to the thought of multi-level parcel and finally established the model of parcel change management based on multi-level parcel,which can solve the above problems existed in parcel management.
