科学发展视角下区域经济增长与资源环境压力的脱钩分析——以云南省为例

摘　　要：基于科学发展观和科学发展理论,构建区域发展的资源环境压力指数,运用弹性分析改进的脱钩评价方法,建立区域经济增长与资源环境压力脱钩程度的判定标准,以云南省为例,对其1998—2008年经济增长与资源环境压力的脱钩程度进行定量分析。结果显示:①从经济增长的资源环境压力的强度及其变化特点来看,云南省区域经济增长的资源环境压力总体较大且处于不断上升趋势,但资源环境压力的上升速度低于经济增长的速度,其速度比为0.3∶1;②从经济增长与资源环境压力的脱钩状态及其变化趋势来看,云南省区域经济增长与资源环境压力呈现由绝对脱钩→相对脱钩Ⅱ→相对脱钩Ⅲ→相对脱钩Ⅰ→相对脱钩Ⅲ的演变轨迹,其变化呈近倒"U"型曲线,符合区域科学发展的目标。"十二五"时期,云南省将进入实现区域科学发展的加速阶段,区域发展的内外因素也将更加复杂,发展过程中应综合考虑区域自然资源、生态环境和经济社会发展特点,走一条自然资源"低耗高效型"、生态环境"低压强保型"、经济发展"高速高效型"与社会发展"均衡协调型"的科学发展之路。Based on the views of scientific development and the theory of scientific development,constructed resources and environmental pressure index of regional development,improved the evaluation method of decoupling status used the elastic analysis and decoupling theory,established the criteria of decoupling degrees between regional economic growth and resources and environmental pressure.A case study of Yunnan province,made a quantitative analysis about the decoupling degrees between economic growth and resources and environmental pressure in Yunnan from 1998 to 2008.The results showed that： From the points of view of the strength and its change of resources and environmental pressure in the process of economic growth,the resources and environmental pressure of regional economic growth is generally larger and has a rising trends,but the resources and environmental pressure rose slower than the speeds of economic growth,the ratio of their speeds is 0.3∶1;from the points of view of the decoupling status and its change of economic growth and resources and environmental pressure,the decoupling degrees show the evolutional locus of absolute decoupling→relative decouplingⅡ→relative decouplingⅢ→relative decouplingⅠ→relative decouplingⅢ,its change is close to the inverted ＂U＂ curve,this change in line with regional scientific development goals.Yunnan Province will enter into the acceleration phase of regional scientific development during the ＂Twelfth Five-Year＂ periods,and the internal and external factors of regional development will also be more complex.Yunnan Province should be considered the characteristics of regional natural resources,ecological environment and economic and social development,there should follow a development path of ＂low consumption-high efficiency＂ of natural resources,and ＂low pressure-strong protection＂ of ecological environment,and ＂high speed-high efficiency＂ of economic development,and ＂balance-coordination＂ of social development in Yunnan Province
