矿区生态产业链集成及其优化分析

摘　　要：运用生态经济理论与方法,通过对矿区资源现状的分析,进行了矿区生态产业链集成路径与模式研究,认为矿区生态产业链集成路径应围绕3类资源,在3个层面展开,即以煤炭资源为物质基础,生态产业链纵向集成;以煤炭资源开发利用产生的副产品以及共伴生资源为物质基础,生态产业链横向集成;以非煤产业和塌陷土地资源为物质基础,生态产业链混合集成。矿区生态产业链集成模式分为两大类:①自主集成模式;②合作集成模式。在合作集成模式下,根据矿区生态产业链3种不同的集成路径,又可分为资本运营型、战略联盟型、产业集群型3种基本方式。运用规模经济原理,在对集成产业单元资源流入和流出量分析的基础上,通过设定环保控制指标、综合效益控制指标和流入流出资源量控制指标,构建了集成产业单元评价模型,给出了分析评价的优化方法。With the theory of ecological economics and some related methods,integration paths and patterns of eco-industrial chain in mining area were studied by analyzing mining resources situation.The integration paths of the eco-industrial chain in mining area should focus on three types of resources in three levels,namely,the vertical integration material of ecological industry chain based on mineral resources;the horizontal integration based on mineral resources development and utilization of by-products and associated mineral resources;eco-industrial chain;and the hybrid integration with non-mining industry and land resources as the material basis.The patterns about mining area eco-industrial chain integration were divided into two broad categories the first one was independent integration mode;the second one was cooperation integration mode.In cooperation integration mode,basing on three different integration paths of the eco-industrial chain in mining area,three fundamental types can be differentiated capital operation,strategic alliance and industrial cluster.Using scale economy theory,with the settling of a series of indexes（environmental control indexes,comprehensive benefit control index,inflow and outflow resource control index）,constraints in eco-industrial chain were summarized by analyzing the resources inflows and outflows in the integrated industrial unit.Through index optimization analysis,an evaluation model of an integrated industrial unit was constructed.
