摘　　要：地震灾害一直是人类社会所面临的重大自然灾害之一,在灾害发生之后,为了能够让灾区较短时间内恢复正常的生产生活和社会运行,高效率的恢复重建机制不可或缺。在所有的震后恢复重建项目中,灾区原有的工业企业的恢复重建是一大重点,这些工业企业在灾前往往是当地政府税收的主要来源,也为当地人口提供了大量的就业岗位。然而,能够投入到灾区用于恢复重建的资金终归是有限的,往往很难满足灾区全面恢复的需求,这就需要有一套科学有效的体系能够保证有限的重建资金投入到最需要它们的地方。本文拟采用层次分析法来建立震后企业恢复重建项目指标体系,以期为重建资金投放决策给出一些建议和依据。Earthquake is one of the most serious natural disasters.After disasters,in order to help the influenced area recover the production and social function quickly,a highly efficient reconstruction is the most important part.In all of the reconstruction projects after earthquakes,the industrial enterprises reconstruction is very important.Industrial enterprises are the major tax source for the local government.They provide working opportunities for the local people. But the fund for reconstruction is limited and can not answer all the need in the disaster area.A set of scientific and effective system is needed,so that the limited reconstruction fund can take full advantage.The article uses the AHP to build up an indication system for projects after earthquakes,gives some foundation and advice for the reconstruction fund decision.
