天津市西青区农用地征用补偿标准分析

摘　　要：研究目的:从农用地角度,研究合理征用补偿标准的构成、测算方法以及权益的分配机制,从而建立合理的补偿标准。研究方法:收益还原法,实证分析法,比较研究法。研究结果:农用地合理征用补偿价格应包括农用地的经济价值、社会保障价值和土地发展权价值,其中社会保障价值和土地发展权价值构成征地补偿的主体。研究结论:现行的区片价基本能体现农用地的经济价值和社会保障价值,但是没有体现土地发展权价值。The purpose of the paper is to study the content of compensation standard for land requisition, the method for measuring the compensation, and the distribution mechanism of the compensation. Methods employed include income method,empirical analysis and comparative study. The results show that a reasonable requisition compensation standard should involve the value of economy, social security and land development rights. Social security and land development rights are the main part of compensation standard. It is concluded that actual requisition standard can basically reflect the value of economy and social security, but it does not include the value of land development rights.
