也谈社科学报的现状与改革切入点——答尹玉吉先生

摘　　要：尹玉吉先生在其题为《论中国大学学报现状与改革切入点》的文章中,试图以对高校学报整体"业绩辉煌"的证明来笼统地否定改革的必要,以对"特色论"的批判来有针对性地否定学报专业化转型的必要,从而对17家教育部名刊工程综合性学报联合创办的"高校系列专业期刊"予以彻底否定。但由于尹先生并不懂得评价机构的基本规则,其所谓"系列权威数据"恰恰只能证明其论点不能成立;而他所做的"大学学报功能考察"、"学报特色反思"以及"中西方学术期刊比较",根本无视我国高等教育和科研事业的发展,显露出了胶柱鼓瑟般的偏执和片面;他所提出的"我国大学学报的出路应该从攸关其质量的审稿入手",不过是刻意规避高校期刊体制改革的虚晃一枪。笔者以为,改革的目标应该设定在科学合理的高校社科期刊体系的建立,这才是问题的关键。至于什么样的手段最合适,则应该放在这个目标下来考量,而"高校系列专业期刊"的创办正是学报同仁为合理的高校社科期刊体系的建立进行的有益探索。It might be Yin Yujie's attempt that the necessity of reform and specification of social sciences journals,a desired transformation from the comprehensive to the professional,can be negated by his endeavor in proving the overall achievements attained by university journals.His arguments are unfortunately nullified by his own citation of 'authentic' data,and what he does to 'review the role a university journal may play,' 'reflect upon the characteristics of the journals' and 'compare the academic journals between China and the West' is but either an over-or an under-generalization,overlooking the development in China's higher education and academic researches.It is this writer's idea that the reform should be targeted at the rationalization of higher institutions' journal system,hence the specialization of university journals.
