河南省警务机制改革与社会控制体系的完善

摘　　要：改革开放以来我国社会控制面临新的困境,农村家庭联产承包责任制和城市大量非公有经济的出现,使我国的社会层面从"国家——单位——个人"的三层次体系转化为"国家——个人"的二层次体系。旧有的社会控制链条出现断点和空白。河南警务机制改革填补了社会控制的断点,是建设市场经济条件下社会控制体系的一个创举,具有较高的理论价值和社会意义。Chinese social control system has been facing with new problems since the reform and opening - up. The appearance of the rural household contract responsibility system and lots of urban non - state - owned economy make the society change from a state - unit - individual system to a state - individual system, leaving a blank in the old social system. Henan police mechanism is the pioneering work in establishing market economy and has higher theoretical value and social significance with the fact that it fills out the blank in the social control system.
