摘 要:通过对宁夏引黄灌区水资源利用现状及灌区各种资料的分析整理,建立AHP法与TOPSIS法相结合的水权初始分配模型,确立符合灌区实际的水权初始分配的指标体系,构建指标体系的递阶层次结构,并利用MATLAB计算机语言对灌区水权初始分配比例进行计算。通过该配置结果与现状水权配置相比较,AHP法和TOPSIS法相结合的水权初始分配模型,具有思路清晰、结构合理、计算简便的特点,并且突出了客观性、实用性和便捷性,将其应用于水权初始分配中具有较高的可靠性。Based on analysis of current water use in irrigation districts that diverting water from Yellow River in Ningxia and data collected,a model of initial allocation of water entitlement that combining AHP to TOPSIS methods are set up,which provides an index system that complies with the actual condition of irrigation districts.A hierarchical structure of index system is also formed.In addition,calculation is made to understand the percentage of initial water entitlement allocation by means of MATLAB computer language.Through comparison of its result with the actual allocation of water entitlement,it shows that the model is well designed and easy for calculation and also practical and convenient for use.It is more reliable than others in the practice of initial water entitlement allocation.
