摘　　要：以镇平玉雕产业集群的发展升级为例,分析传统产业集群在升级过程中地方政府的合理行为。发现在传统产业集群的过程升级阶段,政府的有效行为有:积极为集群升级提供公共物品,鼓励多方投资,规范市场行为等;在产品升级阶段的有效行为有:发展集群核心企业,培养创新人才,健全集群网络等;在功能升级和链升级阶段的主要有效行为有:发展集群特色文化,推动集群品牌建设,不断加强集群与外部的联系等。This article focuses on the behavior of local governments in the upgrade of traditional industy cluster. It analyzes the government＇ s behavior in jade carving industry cluster of Zhenping. It is important that local governments should encourage investment, offer public goods of cluster and regulate the market in the process of upgrading. Local governments should also perfect cluster networks, develop core enterprises and cultivate cluster talents. Local governments should support clusters to develop its unique culture, promote its brands, stretch cluster product chains and strengthen cluster external contact during flmclional upgrading and inter - sector upgrading.
