构建统筹城乡发展长效机制的几个问题——以湖北省为案例的研究

摘　　要：适应新一轮农村改革和发展的要求,应积极探索并形成统筹城乡发展的长效机制,即通过破解资金筹措、土地流转、农民就业和社保体系建设等难题,确保"三个集中"顺利推进,确保农村新社区硬件建设与软件建设配套,确保农民长远利益,并真正形成农户和村集休(含企业)为主、地方政府支持为辅的新机制。目前农村构建长效机制的基本对策应以实现城乡基本公共服务均等化为中心,推进农村改革和发展的"五个转变"。To adapt to objective requirements of the new round of rural reform and development,long-term mechanism for urban and rural overall development should be actively explored and formed.Namely through resolving the problems of fund raising,land transfer,farmer's employment and social security system building,to ensure smooth advance of '3 focuses',to ensure complement mating of new rural communities hardware construction and software facilities development,to ensure the long-term interests of farmers,and to really form new mechanism of farmer and village(including enterprise) based and supplemented by local government.Basic measures to build current rural long-term mechanism should concentrate on achieving equality of basic public services between rural and urban,and promoting the 'five changes' in rural reform and development.
