政府视角下农地使用权流转的理论探索与政策选择

摘　　要：作为农地使用权流转的主要参与者,政府的流转行为对农地使用权流转市场的成熟度具有重要影响。以此为视角按照市场的供求规律可以得到政府行为下农地使用权市场流转的一般路径:农民自发流转阶段—政府获利阶段—农民流转意识与能力培养阶段—农民流转能力提高阶段—流转市场潜能开发阶段。中国农地使用权流转的现状表明,其正处于农民流转意识与能力培养阶段。本文分析了政府补贴与价格干预两种政策对农地使用权流转的作用过程及其效果,认为政府补贴与最低限价政策可以较好地完善农地使用权流转市场,进而增加农民收入。As the most important role during the course of,the action of government has the important influence to the market of agricultural land use rights exchanging.According this,we bring out the general path of agricultural land use rights exchanging: spontaneous section,government obtaining benefit section,training exchanged consciousness and abilities of peasants section,improving the exchanged abilities of peasants section,exploiting the market section.At present,The section is training exchanged consciousness and abilities of peasants section by statistics of the agricultural land use rights exchanging.Followed we analyzed the government how to use the subsidy policy and government restricting price policy in the market of agricultural land use rights exchanging,the conclusion is these policies can perfect the agricultural use rights exchanging market efficiently,and improve the income of peasants.
