摘　　要：政府绩效评估是政府进行管理的有效手段,政府绩效评估的有效运行离不开公民参与。本文从提高政府绩效评估水平、建设服务型政府以及保障公民权实现三个方面对政府绩效评估中公民参与的价值取向及重要功能进行了分析。Government Performance Evaluation is the effective means for the government administration. The effective functioning of government Performance Evaluation can not be separated from the citizen participation. This article mainly discuss the value orientation of the citizen participation in the government Performance Evaluation from the perspective of how to improve the level of Government Performance Evaluation and establish servlce- oriented government to guarantee civil rights and realize the three perspectives.
