关于我国国民经济发展计划的思考

摘　　要：自中央苏区时期以来,我国国民经济发展计划(规划)的制定和实施积累了丰富的经验,但仍然存在国民经济发展计划(规划)周期与党代会、人代会和政府任期的时间不一致,计划(规划)与实际存在矛盾,地方与中央计划存在偏差,公平与效率的协调兼顾方面有失偏颇等问题。应协调计划(规划)期与党代会、人代会及政府任期的时间,注重长短结合、标本兼治,通过体制创新构建和谐的中央与地方关系,并准确把握政府与市场机制的平衡点,兼顾公平与效率,为今后不断改进国家计划和宏观调控工作、实现经济社会发展规划指导国民经济社会发展作用的最大化提供有益的思路。Since the Central Soviet period, the development and implementation of our national economic development plan have accumulated a wealth of experience. But there are still many problems, such as period differences among plan cycle and the term of the Congress, NPC and Government; conflicts between plan and reality, local and central; biased in the equity and efficiency and so on. We should coordinate the period of the plan, Congress, NPC and Government; focusing on the integration of length and tackling the root causes ; building a harmonious relationship between central and local governments through institutional innovation; grasping the balance between government and market mechanism accurately, and attending both fairness and efficiency to improve national plans and the macro -control work for the future continuously and maximize the role of the national economic development plan to guide our national economic and social development rapidly.
