区域环境竞争力评价指标体系及模型的构建

摘　　要：在经济社会发展与环境之间的矛盾日益突出的形势下,人类社会已经进入一个以环境为重要竞争要素的时代。环境竞争力作为区域综合竞争力的重要组成部分,逐渐成为各界关注的焦点。本文结合我国区域的环境状况和实际、发展目标,建立了一套由生态环境竞争力、资源环境竞争力、环境管理竞争力、环境影响竞争力和环境协调竞争力五个模块构成的、包含4个层次、135个基础指标的庞大、复杂但又具有可操作性的区域环境竞争力评价指标体系,以及与之相应的评价模型,为科学定量地评价、衡量各区域的环境竞争力并进行区域比较提供了理论和实践依据。The society has entered a new era with the environment as an important competitive element,since the conflict between the environment and the economic and social development is increasingly prominent.The environmental competitiveness as an important part of the regional comprehensive competitiveness gradually attracts the public attention.In view of the actual environment states and the development objectives of various regions,this article establishes a large,complex but workable evaluation index system of regional environmental competitiveness,which is composed of five modules,namely ecological environmental competitiveness,resource environmental competitiveness,environment management competitiveness,environment impact competitiveness and environment harmony competitiveness.It contains four levels and has 135 basal indexes.Then the corresponding evaluation model is established.The study provides the theoretical and practical basis for the scientific and quantitative evaluation and comparison of the inter-regional environmental competitiveness.
