晚清台湾电报的创办及割台后中日间之交涉

摘　　要：同治十三年日本出兵侵台,钦差大臣沈葆桢首倡设立福州至台湾之间电报,以通消息。后因沈氏调任两江总督,而未及实施。光绪三年,福建巡抚丁日昌奏准设立台湾电报,并建成自台湾府城至旗后和安平的两条线路,总长九十五里。这是中国自己修建并由中国人掌管的第一条电报线,在中国邮电史上具有重大意义。台湾建省之后,首任巡抚刘铭传进行一系列近代化建设,其中包括台湾电报的建设,并敷设了闽台海底电报线。甲午战后,台湾割让,李经方据理力争,拒绝了将闽台海底电报线移交给日本的无理要求。此后,中国与日本进行长达数年的交涉,最终迫于形势,不得不将闽台海底电报线让售与日本。Imperial envoy Shen Bao-zhen was the first to advocate the construction of the Fuzhou-Taiwan telegraph line,during the Japanese intrusion on Taiwan in the thirteenth year of Tongzhi period.It was however not implemented until the 3rd year of Guangxu period,when Fukien Governor Ding Ri-chang obtained permission and built two telegraph lines,connecting Taiwan Fu（Tainan） to both Qihou and Anping,covering a total of 47.5km.Being the first Chinese built telegraph lines,they held great significance in the Chinese telecommunication history.After Taiwan was declared a province of the Ch＇ing Dynasty,Governor Liu Ming-chuan initiated a series of modernization,including further development of Taiwan telecommunication and the installation of Fujian Taiwan undersea telegraph cables.Taiwan was ceded to Japan following the First Sino-Japan War,and despite Li Jingfang＇s effort to retain ownership of the undersea telegraph cables,these cables were eventually sold to Japan under pressure,after years of negotiation.
