安徽省技术创新投融资金融生态环境评价研究

摘　　要：从技术创新投融资的三大主体——政府、金融机构和技术创新型企业出发,以技术创新型企业作为技术创新投融资金融生态环境的核心,以政府和金融机构作为内部环境的主要参与者,同时考虑到技术创新投融资的外部大环境,提出技术创新投融资金融生态环境评价指标体系。以安徽省为例,对2004—2009年安徽省的技术创新投融资金融生态环境进行了评价。结果表明:2004—2009年安徽省技术创新投融资金融生态环境评价得分经历了一个迅速上升的过程,在2008年略有波动;"知识产权保护程度"、"规模以上工业企业科技经费筹集额中的金融机构贷款"等是影响安徽省技术创新投融资金融生态环境的主要因素。因此,在实践中应特别注意引导安徽省金融机构实现多样化发展、拓宽技术创新型企业的融资渠道、加大对知识产权的保护力度、营造良好的技术创新保护氛围,以便促进技术创新投融资。The government,financial institutions and technology innovation enterprises are three main subjects of investing and financing for technological innovation.Taking technology innovation enterprises as the core and the government and financial institutions as the main participants in internal environment,and considering the external environment of investing and financing for technological innovation,this paper constructs the evaluation index system of investing and financing eco-environment of technological innovation.And then it uses the statistical data of Anhui province from 2004 to 2009 to evaluate its investing and financing eco-environment of technological innovation.The results show as follows： the investing and financing eco-environment of technological innovation of Anhui province from 2004 to 2009 has experienced a rapid rise expect a slight fluctuation in 2008;the protection level of intellectual property and the loans from financial institutions for scientific and technological activities of industrial enterprises above the set scale are the main factors which influence the investing and financing eco-environment of technological innovation of Anhui.Therefore,it considers that diversifying financial institutions,and strengthening intellectual property protection,and building a good protective atmosphere in order to promote the investment and financing for technological innovation are very important.
