摘　　要：以村民自治为核心的农村基层民主自治制度是中国共产党领导亿万农民建设有中国特色的社会主义民主政治的伟大创造。农业市场化改革带来的农村经济社会转型使农村经济社会出现了新的情况和变化,给基层自治的完善与发展提出了新要求,给加强和创新农村社会管理带来了新挑战。转型期,坚持和完善基层民主自治制度是加强与创新农村社会管理的根本前提,适应新变化、创新理念制度是转型期加强基层自治建设和创新社会管理的根本出路和重要途径。坚持农村社会管理和完善基层自治二者相辅相成是转型期基层民主自治制度的鲜明特色。Villagers in the rural grassroots democracy as the core leadership of the CPC autonomy system is hundreds of millions of peasants building of socialist democratic politics with Chinese characteristics,a great creation.Agricultural market reform,the social transformation of the rural economy and society there is a new situation and changes.Adhere to strengthen social management and innovation in rural areas and the development of mutual complementation between the two grass-roots democracy at the grassroots of the party system of democratic self-government features.Grass-roots democracy and autonomy to strengthen social management and innovation in rural areas on new demands,new challenges.Strengthen social management and innovation in rural areas is the development of grassroots democratic self-government system,the fundamental premise of.Innovative ideas to adapt to new changes in the system is in transition,the development of grassroots democratic self-governance and an important way fundamental way.
