民办高等教育发展中的政府角色

摘　　要：民办高等教育的公共性决定了政府在民办高等教育发展中具有不可推卸的公共责任。当前政府应基于法定的职责和民办高等教育管理中存在的问题,将角色作如下定位:一是要真正确立"民办教育是教育事业发展的重要增长点"的理念,从法理和制度上摒弃对民办教育的体制性歧视,制定和完善促进民办教育发展的制度环境,履行好支持者的角色。二要科学规划民办高等教育发展,合理有序地定位公办高校与民办高校的市场分布,充分发挥高等教育规划者的作用。三是健全公共财政资助制度,减轻民办高校资金压力,承担起财政资助者的责任。四是强化对民办高校宏观调控,要创新监管制度安排,履行好教育监管者的责任。五是强化政府的服务,降低办学成本,承担起服务者的责任。The public nature of private higher education decides that the government shoulders unshirkable public responsibilities in the development of private higher education. At present, the role orientation of government should be based on its statutory duties and the current problems in the management of pri- vate higher education. First, it should truly establish the concept of that private education is an important growth point of education development, and abandon the institutional discrimination towards private education by improving the institutional environment. Second, the government should have a scientific planning concerning the development of private higher education, and distribute the market distribution of public and private higher education reasonably. Third, the government should improve the public financial support system to reduce the financial pressure of private universities. Fourth, the government should strengthen the macro--control towards private universities and innovate the supervision system and fulfill its responsibility of a supervisor; fifth, the government should strengthen its service, lower school--running cost and shoulder the responsibility of a service provider.
