摘 要:对浙江省工业用水的资源配置效率进行了分析,在此基础上,以工业用水效率最高的地级市舟山市为参照,分析了浙江省其他地级市工业用水的节水潜力,以工业用水效率为因变量,对影响工业用水效率的因素进行回归分析,根据分析结果对浙江省工业用水效率的提高提出建议。结果表明:目前浙江省工业用水的资源配置偏离了效率原则,各地级市的工业用水有较大的节水潜力;对工业用水效率有显著影响的因素包括人均GDP、工业增值率、工业用水价格、外商及港澳台商投资规模以及人均教育费用等。各地级市应根据本地实际情况制定节水目标,采取相应政策措施提高该地区的工业用水效率,以保持经济、社会稳定健康地发展。This paper analyzed the water resource distribution efficiency of industry in Zhejiang Province.Based on this analysis,taking the highest industry water utilization efficient prefecture-level city-Zhoushan City as reference,this paper analyzed the water-saving potential of other prefecture-level cities in Zhejiang Province;meanwhile,taking the industry water utilization efficiency as induced variable,a regression analysis was carried out on the influence factors on industry water utilization efficiency;finally,according to the analysis results,the suggestion about improving Zhejiang Province industry water utilization efficiency was brought forward.The results showed:currently the water resource distribution in Zhejiang Province industry departure from efficiency principle,and there was still high water-saving potential in other prefecture-level cities;the obvious influence factors on water-saving efficiency included per capita GDP,industry increase rate,industrial use water price,scale of foreign capital and capital from Hong Kong,Macao,and Taiwan,and per capita education cost.Every prefecture-level city should decide the water-saving goal according to the local situation and take proper measures to improve local industrial water utilization efficiency so as to keep the healthy development of society and economy.
