摘  要:分析了小浪底水库建成后黄河下游防洪形势及存在的问题,并对比了北金堤和东平湖滞洪区的工程设计指标。结果表明:①洪水威胁仍是黄河下游防洪的心腹之患;②小浪底水库运用后,花园口出现1 000 a一遇洪水时,仍需要北金堤或东平湖滞洪区分滞洪水;③东平湖滞洪区的潜在淹没损失仅为北金堤滞洪区的14%,在黄河下游防洪工程体系中地位重要,当前急需解决的问题是围坝除险加固、退水通道和湖区安全建设等。Based on analysis of flood prevention status and existing problems of lower yellow river after Xiaolangdi Reservoir began operation,and comparison of engineering design standards between Beijindi and Donping Lake flood detention basins,researches show that,flood is a lethal threat to lower Yellow River safety;since the initiation of Xiaolangdi Reservoir Project,if Huayuankou was challenged with a once in 1 000 years flood crisis,Beijindi or Dongping Lake flood detention basin must be used;the Dongping Lake flood detention basin,which plays an important role in the lower Yellow River flood prevention system,has a potential flood lose that is only 14% of Beijindi's.Currently unresolved critical issues include lack of dike reinforcement,ineffective drainage system,deficit of safety structure in lake areas,etc.
