“民生净福利”对图书馆发展影响力研究——以“深圳样本”为视域

摘　　要：2007年深圳在全国率先推出《深圳市民生净福利指标体系》,首次把"人均公共图书馆馆藏图书"及与常住人口的比值列入民生福利范畴,并以此作为政府的考核指标。本文以深圳市政府"民生净福利"的实施对图书馆影响力作为研究视域,旨在探讨"民生净福利"对政府新公共服务的转型,对图书馆服务民生以及未来发展价值取向的影响;着重阐述"民生净福利"不仅规范了政府为"人均公共图书馆馆藏图书"国民福利服务的行为与职责,对图书馆来说,也是一次重要的发展机遇。Putting forward ＂Shenzhen Index of Net Livehood Welfare＂ in 2007, Shenzhen is the leading city which covers the ＂books per capita of public libraries＂ with resident population into livehood welfare and takes it as an assessment index of the government. This paper studies at the policy （net livehood welfare） of Shenzhen government with influence on library development, explores the transition of the upper policy on the new type public services of the government and the influence on livehood and future development of the library services. The net livehood welfare not only standardizes the conduct and duty of government for ＂the books per capita of public libraries＂ but also is an important opportu nity for library development.
