摘　　要：本文从发现环节、制止环节、查处环节,分析和阐述了国土资源执法监察面临的困难与问题,并从体制、法律和心理学方面分析了问题产生的原因;提出应树立国土资源执法权威,推广地方联合执法的有效机制和制度,理顺国土资源执法办案的内部关系,加强地方政府的共同责任意识。This paper found links and stop the link and investigate link,analyzed and expounded the territory resources law enforcement surveillance facing difficulties and problems,and from system,law and psychology analyzes the causes of the problem,Puts forward that we should establish territory resources law enforcement authority,promote local law enforcement of the effective combination mechanism and system,straighten out the territory resources handling internal relation of local government,strengthen the common sense of responsibility.
