摘　　要：西部大开发是一项长期性的战略举措，是一项法治系统工程。西部大开发坚持法治先行的原则，加强立法，把国家关于西部开发的一系列方针、政策提升为具有国家强制力的法律形式。建议尽快出台《西部开发促进法》，它将是一部体现国家优惠政策和旨在保障权利的基本法律，也是一部体现国家宏观调控、促进并保障西部开发的法律。新一轮西部大开发战略的实施已经开局，尽快完善适应西部大开发的法律制度及其监督机制，尤其率先出台《西部开发促进法》和相关的配套法律法规，显得特别迫切。As a long-term strategic measure, western development is also a systematic project for the rule of law. Prioritizing the rule of law, western development strengthened legislation and promoted a series of guidelines and policies about western development into laws that have national force. We propose to carry out the ＂the western development promotion law＂ as soon as possible which could be a basic law reflecting the nation＇s preferential policies and macro adjustment and aims to guarantee western development. A new round of western development strategy is opening, so it is especially imperative to launch ＂the western development promotion law＂ and related regulations first, and improve the legal institutions and supervision mechanism that fit in with western development.
