全面风险管理框架在我国高等教育中的应用

摘　　要：由于社会改革、产业结构调整和经济危机的冲击,我国高等教育在规模增长的同时也存在潜在风险,为了有效控制风险,确保高等教育可持续发展,对其进行风险管理显得尤为重要。借鉴全面风险管理理论,构建了我国高等教育全面风险管理框架,开发了风险评估应对工具、构造了全面风险管理操作流程,并讨论了应用中的注意事项,指出全面风险管理应分为体系标准、区域指导和高校操作三个层次,遵循指导性与灵活性相结合、推进管理与培育文化相结合等应用原则。Due to the impacts of social reform, industrial restructuring, and economic crisis, the potential risks of our higher education increase gradually. For the sake of controlling risks and guaranteeing the sustainable development of higher education, the application of risk management ERM comes to prominence. Based on the enterprise risk management theory, the ERM framework for our eountrys higher education was constructed combined with actual conditions. Then the tool of risk assessment and operational processes were designed. Finally the matters needing attention of ERM framework were discussed, including that the ERM should be divided into system standards, region yuidances and university operation levels and follow the combination of guidanciality ＆ flexibility and other principles.
