摘　　要：《社会保险法》虽有98条内容,但多数内容属于对现有社会保险制度的确认。妙笔生花之处或者说创新之处并不多,通过梳理,笔者认为主要有7各方面的创新之处：变更养老保险缴费方式、便利异地就医、明确第三人责任与社会保险基金的关系、指出未参保用人单位工伤职工的待遇、提出未就业配偶的生育保险待遇来源、建立社会保障号码和采用社会保险费征缴强制措施。The Social Insurance Law, with 98 items, mostly serves as a confirmation for the existing social insurance system. Although its innovations are rare, after careful scrutinization, the author concludes 7 innovations in it, including a changed way of contributing old-age insurance payment, more convenient off-site medical treatment, a clear relation between third party liability and the social insurance fund, the treatment of the injured workers from uninsured units, the maternity insurance benefits for unemployed spouses, the construction of social security ID database and the enforcing contribution of social insurance payment.
