农民工社会保障制度的演变进程与改革建议——基于宁波市的实证考察

摘　　要：农民工的社会保障体系建设要以科学发展观为指导,按照＂广覆盖、保基本、多层次、可持续＂的方针,坚持平等共享、互助共济和可持续发展原则,以实现农民工与城市居民的统筹发展。农民工社会保障制度建设要根据当地经济发展量力而行、循序渐进,分阶段、有差别地推进。本文通过对宁波市外来农民工社会保障问题的历史考察和现状评析,提出了相关的政策建议,以期对建立和完善农民工社会保障制度有所帮助。The migrant Workers social security system should take the scientific development concept as a guide,in accordance with the ＂wide coverage,covers basic,multi-level,sustainable＂ approach,adhere to the equal sharing,interdependent and sustainable development principles,in order to achieve well-coordinated development between migrant workers and urban residents.The migrant workers social security system,according to local economic development capabilities,carried forward through a gradual,phased,differentiated manner.This paper based on historical survey and situation analysis of the migrant workers in Ningbo City social security,put forward some policy recommendations,wish to establish and improve a social security system of migrant workers to help.
