摘　　要：我国五保供养制度经历了多次改革,形成了特色鲜明的三个阶段。随着我国的社会经济状况发生巨大变化,五保供养制度出现了供养水平落后于经济发展水平问题、供养制度效率不高、与其他社会救济制度缺乏有效衔接、地区差异较大等问题。因此,要完善五保供养制度,必须以科学发展观为指导,加大财政对五保的投入,落实公共服务均等化政策,调整五保供养方式的思路,整合现有的养老保障制度,建立优化的社会保障制度体系,建立责任分级体系,明确责任主体,提高五保供养制度的效率。As our ＂five guarantees＂ system underwent multiple reform,formed the distinctive characteristics of three stages.Along with our country economy great changes,the five guarantees supporting level appears behind economic development level,that is the efficiency is not high and the fed system with other social relief system lacks effective district difference.Thus,to improve the five guarantees,first of all,it must be guided by the scientific development concept.What＇s more,we should increase financial investment and take the policy of equal access to public service.The third,adjust the development idea of ＂five guarantees＂.Fourthly,integrate the existing old-age security system and establish the social security system optimization.To improve the efficiency of the five guarantees,a system of responsibility,liability should be established.
