摘　　要：分析了我国小型农田水利工程存在的主要问题,包括管理运作不规范、管理不科学、责任不明确、缺乏运行资金、自觉管护意识不够等问题。认为其形成原因主要是监督机制缺失、管理组织与制度不健全、资金缺乏、重建轻管和缺乏行之有效的运行机制。在阐述小型农田水利工程可持续发展的内涵与特征的基础上,从工程管理体制、资金保障机制、政府引导扶持机制、农民自主管理机制和政府监管机制等方面探讨了确保小型农田水利工程可持续发展的运行机制。The main problems in the small-scale farmland irrigation projects in China were analyzed,including non-standard operation,unscientific management,unclear responsibility,shortage of operating capital and insufficient awareness of conscious management and protection,etc.The relevant causes were discussed as follows： lack of supervision mechanism,imperfect management organization and institution,shortage of fund,highlighting construction and ignoring management,and lack of effective operating mechanism.Based on the content and features of the sustainable development of small-scale farmland irrigation projects,the operating mechanism was discussed from the aspects of project management system,financial security mechanism,government＇s support and guide mechanism,farmers＇ self-management mechanism and government＇s supervision mechanism.
