摘　　要：为迎接海洋21世纪,中国从国家发展战略的高度出发,将发展“数字海洋”列入“十五”和2015年国家海洋科学技术发展计划.其目标是广泛收集海洋立体监测信息,全面完成海洋信息化工程和海洋空间数据基础设施建设,基本实现海洋信息共享和“数字海洋”基础工程建设.在这期间,中国“数字海洋”研究的内容是:开展“数字海洋”“221”工程的研究与开发.即两个关键技术:“数字海洋”空间数据基础设施关键技术和“数字海洋”支撑技术研究;两个平台;动态四维海洋地理信息系统和空间数据平台的研究与开发;一个原型:构造“数字海洋”原型系统并开展应用示范研究.To greet the ocean age of the 21 century, proceeding from the development strategy of the country, China has included the project on the development of the digital ocean in the National Marine Science and Technology Development Plan for the period of Tenth Five-Year-Plan and the long-term tentative plan for the year 2015. The goal of the project is to collect information on 3-D ocean monitoring, complete the digitizing project of marine information and the establishment of the marine spatial data infrastructure and to realize sharing of the marine information and establishment of the basic project of 'digital ocean' .Research and development of the project '221' for 'digital ocean' will be carried out in the period. That means two key technologies: technology for spatial data infrastructure and technology for 'digital ocean' support; two platforms: research and development on dynamic 4-D marine geographical information system and demonstration for application.
