摘　　要：2009是中国和世界历史上划时代的年份,是第二波医改元年。卫生政策中最重要和最具革命性意义事件是"卫生经济学"制度典范向"卫生财政学"制度典范结构转型,中国特色卫生保健财政制度建设成为公共财政制度框架建设与深化医改的优先领域和战略重点。本文首次全面回顾建国60年来卫生保健财政体制变迁轨迹,概括卫生保健财政体制结构性特征,为构建中国特色卫生保健财政制度框架奠定历史基础,构建健康福祉和谐社会。2009 is the year of historical turn point for P.R.C and health sector reform.The most important is from health economic paradigm to health fiscal system paradigm,and construct the health fiscal system with Chinese characteristics is public finance framework and health sector reform priority.The article first review sixty years of development process,summary the structure feature of health care fiscal system,and lay out the foundation for build health fiscal system with Chinese characteristics,construct the health and wellbeing society.
