广西与广东地方政府合作机制研究——基于西江经济带规划建设的视角

摘　　要：区域经济的深入发展,泛珠江三角洲与北部湾经济区建设的成功实践,推动了西江流域的规划建设。西江经济带建设有着巨大的政治示范、经济带动和文化培育与弘扬效益,对地方政府合作需求总量是巨大的、层次是多元化、期限是长期的、角度是全方位的、要求是系统的。为此,桂粤地方政府要进一步凝聚共识,深入建立健全政府合作协调机制、利益分享补偿和成本分摊机制、财政投入与融资机制、跨界公共问题治理机制、信息资源共享机制、监督和纠纷裁决机制,并实现各项机制的配套化和无缝连接,推动西江经济带建设持续、深入发展。The further development of regional economy and the successful practice of Pan-Pearl River Delta and Beibu Gulf Economic Zone constructions have promoted the construction planning of Xijiang River.The construction of ＂Xijiang River Economic Belt＂ boasts the huge benefits of political demonstration,economy boosting and culture cultivation and promoting.It accords to local governments＇ cooperation huge total demands,diversified levels,long-term periods,comprehensive angles and systematic requirements.Therefore,Local governments of Guangxi and Guangdong need to further build consensus,to further establish and improve cooperation and coordination mechanism,benefit-sharing-compensation and cost-sharing mechanism,financial investment and financing mechanism,cross-border governance mechanism for public issues,information sharing mechanism and monitoring and dispute resolving mechanism,and to achieve complementary support and seamless connection for all mechanisms,so as to continuously and further push forward ＂Xijiang River Economic Belt＂ construction.
