摘　　要：每一个公民都有自由选择职业和提高劳动能力的权利。改革开放后,农民获得了自主选择职业的权利,但由于制度惯性和路径依赖,农民工在城市就业中还存在着诸多亟需解决的问题。职业机会获得是农民工进入城市的第一步,能力提高是农民工继续城市生活的关键环节,劳动工作关系和谐是农民工融入城市社会的根本保证。农民工的职业融入不仅需要政府提供充分的制度供给和财政投入,加强文化教育和技能培训,还需要企业改善管理制度,关注职工的日常生活、文化娱乐和精神文明建设,从而实现政府、企业与劳动者三者之间的良性互动,使农民工从机会获得走向能力提高,最终实现城市职业关系融洽的新境界。Every civil citizen has a right to choose freely a vocation and improve his or her working abilities.Since the reform and opening-up,farmers have got independent rights to choose their vocations.However,because of the institutional inertia and path dependence,there are still many problems to be solved for migrant workers to obtain employment in urban cities.Therefore,acquiring a working opportunity is the first step for migrant workers to step into cities and improving the working ability is the key to continue their lives there and the harmonious working relationship is the fundamental guarantee for them to be integrated into the urban society.The vocational integration of the migrant workers not only needs the help from the government providing institutional and financial support to strengthen cultural education and vocational training,but also relies on companies improving administrative institutions to pay attention to their daily lives,cultural and recreational faculties and their spiritual civilization construction.The realization of the positive interaction among the government,the companies and the workers will make the migrant workers acquire opportunities to improve abilities,and eventually make a new society of harmonious urban vocational relationship come true.
