科技奖励制度促进自主创新战略的作用机制研究

摘　　要：科技奖励制度在激励人才、促进自主创新方面具有重要作用。政府科技奖励和非政府科技奖励作为两种不同类型的奖励主体,与自主创新战略具有密切的互动关系,两者通过认可机制、导向机制、激励机制和竞争机制四个典型机制作用于自主创新战略,并以何梁何利基金奖为范例,对四个作用机制进行了详细解析。最后在此基础上提出了加强科技奖励制度促进自主创新战略的若干建议。The science technology awards in inspiring people and promoting the innovation has an important role.The government and non-government science technology awards as the two different types of incentive main,have the interactive relationship with independent innovation,Both through the recognition mechanism,the direction mechanism,the motivation mechanism,the competition mechanism in four typical mechanisms for the independent innovation strategy,and used the Ho Leung Ho Lee Foundation Award as an example,conducted a detailed analysis for the four mechanisms.Based on these,the article is proposed to strengthen the science and technology awards to independent innovation strategy a number of recommendations.
