摘　　要：国家产业技术政策是国家为促进产业技术发展,建构产学研一体化的技术创新体系而实施的国家层面的指导性文件和纲领。国家产业技术政策与技术创新之间具有密切联系,建构产学研技术创新体系是实现国家产业技术政策的重要保障。其中产业技术创新战略联盟的建设则是实现产学研一体化技术创新体系和落实国家产业技术政策的重要战略性举措。The national industrial and technology policy is a national-level guidance documents and program to promote the development of industrial technology and construct technological innovation system integrated. National industrial and technology policy closely link between technological innovations, and the construction of technology innovation system with production and research is an important safeguard to achieve national policy of industrial technology. Among them, the construction of building strategic alliances for industrial technology is the key strategic move to achieve technology innovation system with production and research integrated and to implement national industrial and technological policies.
