央企:暂停“大跃进”?

摘　　要：暂停"扩张运动",警示"海外冒进",淡化"国进民退"。与李荣融大刀阔斧的"开山时代"不同,国资委新掌门王勇更强调谨慎"监管"。不管是"左"一点,还是"右"一点,国资委迄今都没回答好一个问题:国资委到底是什么?Will state-owned enterprises be forced to take a break from their previous rapid expansion? Recently,several state-owned enterprises (SOEs),along with some overseas projects,have been reporting huge losses.According to these reports,the overseas losses by SOEs alone have already reached into the hundred billions.While domestic enterprises such as Global Top 500 members China Steel and China Metallurgical have also had to deal with their own financial scandals. For the past year many changes have been tak- ing place among the upper level management of SOEs,while the enterprises themselves have gone from a focus on expansion to focusing on internal restructuring.Additionally,the former goal of the State-owned Assets Supervision and Administration Commission(SASAC) has gone from trying to restructure its major state-owned enterprises into 80 - 100 entities,to instead a message of:'The quantity of these enterprises is not important; rather it is quality and efficiency that is of upmost importance.'
