摘　　要：对中国电信CDMA网PRL更新的现状和问题进行分析,重点聚焦了短信下发成功率低、用户感知差等问题,根据PRL文件扩容引发的需求进行讨论,利用CDMA业务信道可以复用的特点,提出了保证PRL短信下发成功率、缩短短信时延、保证接收次序的优化方案,文中提出的"建立语音通道后下发PRL短信"、PRL平台直联信令网等观点,具有较强的新颖性和独创性。文中提出的现网实施方案和流程,对现网设备和终端的改动较小,具有较强的可行性。At present,more problems exist duringPRL file update,such as low success rate in SMS issue,the user＇s poor perception.With the increase of international roaming,PRL files need to be extended,and taking into account that the CDMA traffic channel can be multiplexed,the authors propose a optimization method,which could guarantee the success rate,shorten the message delay,and ensure the receiving order.These views are of novelty and originality.The current network implementation scheme and process have smaller changes in the existing network equipment and terminal,and are of strong feasibility.
