摘　　要：运用DEA模型测算了伊春市16个森工企业的效率值,结果表明进行国有林权制度改革试点企业的效率高于没有参加此项改革试点的企业。就参加林权制度改革试点的5个林业局而言,林改后与林改前相比,企业的技术效率和纯技术效率都有提升。进一步运用Tobit回归模型分析影响企业效率的因素,结果表明林权制度改革对企业效率具有显著影响。得出的结论是,仅就企业效率而言,国有林权制度改革具有明显的积极意义。Efficiency scores of 16 forest industry enterprises in Yichun city have been measured with DEA model. The result indicates that the efficiencies of these pilot enterprises where the national forest tenure reform （NFTR） is in progress are above the others which are not in the pilot project. Considering the 5 pilot forest industry enterprises, technology efficiency and pure technology efficiency have a promotion after the reform. With the more application of Tobit regression mode, analysis on determinants of enterprises’ efficiency has been made. The result shows that the national forest tenure reform has significant effect on enterprise efficiency. A conclusion can be drawn that the reform has created tremendous positive meaning only in terms of enterprise efficiency. So the scope of the pilot project should be further expanded by the related department of government.
