摘　　要：五四宪法在21年的实践过程中,其实践效果始终没有得到真正有效的保障,更多的时候处于被搁置的状态,直至1975年被"七五宪法"所取代。制约五四宪法实践的因素既包括宪法自身的局限性,又包含客观条件与环境的影响。文章对这两方面制约性因素分别进行了分析。In 21 years of the practice of the constitution of 1954, practical effect of the constitution wasn t ensured effectively from beginning to end and the Constitution of 1954 was set aside in most eases before being replaced by the Constitution of 1975. Restrictive factors in the practice of the Constitution of 1954 include not only limitations of the Constitution itself, but also the effects of objective condition and circumstance. The thesis analyses both sides of restrictive factors respectively.
