资源型城市可持续发展能力分析——以平顶山市为例

摘　　要：本文运用47个指标建立矿业资源型城市可持续发展综合评价体系,并运用层次分析法对平顶山市可持续发展进行评价,分析所面临的主要问题并提出相应措施。通过评价分析发现:目前平顶山市经济发展属于中等可持续发展程度。环境污染严重导致的生态环境脆弱已成为制约平顶山市可持续发展的重要因素。要实现平顶山市可持续发展,应努力做到:优化调整产业结构,加快第三产业发展,逐步降低不可再生资源的支付比例;注重集约经营,大力发展循环经济,增强环境支付能力;统筹规划,合理布局,优化各类资源配置,稳步提升社会支付能力与经济支付能力;高度重视综合开发与保护环境相结合的道路;走可持续发展之路。This paper uses 47 indexes to assess the sustainable development of resources-based cities,and applies AHP to analyze the sustainable development in Pingdingshan city,and presents approaches to the major issues.It is found that the economic development is in a moderate sustainable development.The frail ecological environment induced by environmental pollution has largely limited the sustainable development in Pingdingshan city.In order to reach the sustainable development in Pingdingshan city,efforts shall be focusing on optimizing industrial structure,accelerating the third industry,gradually reducing use of non-renewable resources,developing renewable economy and intensive industry,planning and optimizing resources allocation,increasing payable capacity in society and economy,and combining development with environmental protection.
