集群治理理论对地方政府间合作的启示

摘　　要：地方政府间合作的根本目的是形成合作者所辖地区间的整体合力,促进合作者所在区域全面协调发展。但从我国地方政府间合作的现状来看,地方政府间合作往往缺乏形成整体合力和实现合作方全面协调发展的有效机制。文章认为,应借鉴产业集群治理理论,进一步加强促进地方政府间合作的机制建设,避免区域内合作者利用相互间信息不对称和不完全契约关系而采取机会主义行为来违背集群间的交易规则,促进区域内合作者在追求区域合作整体利益的情况下,各个成员的利益都能够得到公平、合理的体现。The aim of cooperation between local governments is that it can create the regional overall competition resultant and innovation. From the actual development of cooperation between local governments in China, local governments＇ cooperation often just is the mechanism which lacks of forming overall competition resultant and innovation. Cluster governance through a series of internal and external governance mechanism function, can guarantee cluster members will not use mutual information asymmetry and incomplete contract relationship and take the opportunism behavior to violate cluster trading rules. In pursuit of the interests of the whole cluster development, the interests of all members can also be fair and reasonable, which can ensure the embodiment of the whole competitive force of cluster development with innovation.
