中国矿业境外投资对策分析

摘　　要：20世纪90年代以来,中国进入工业化快速发展阶段,矿产资源对外依存度不断提高,资源价格不断高涨。在此背景下,中国众多矿业企业纷纷走出国门,大规模投资境外矿产资源。但由于中国矿业境外投资仍处于起步阶段,国家体制机制不健全、经验不足导致对外投资遭遇很多问题。文章认为,中国矿业境外投资应该借鉴日本的经验,通过采取统一管理矿业境外投资、完善矿业境外投资战略、建立矿业海外投资协会、扩大境外投资贷款和提升矿业企业自身实力等措施促进矿业境外投资发展。Since the 1990s, there has increasingly been a gap between supply and demand of mineral resource which leads to the enhancement of external dependent on the overseas mineral resource by China and the rising trend of resource price. Under these circumstances, many Chinese mining corporations had crossed the border and invested on the overseas mineral resource. Nevertheless, the overseas investment on mineral resource by Chinese enterprises is still at the initial phase which induces many of problems arising from the lack of experience and the defective system. This paper firstly construes the distinctive problems of overseas investment on mineral resource by Chinese corporations, emphasizes on analyzing the advanced experience of overseas investment gained by Japanese mining enterprises and raises several of countermeasures and suggestions to guarantee the safety of the overseas investment for Chinese mining industry.
