政府职能转变下我国法定民间体育组织发展研究

摘　　要：法定民间体育组织是专门致力于体育事业的公益性社会组织,它在培养公众的健身意识、推动体育领域公众参与以及实现体育权利等方面发挥着重要作用。运用文献资料法、逻辑分析法、对比分析法对法定民间体育组织发展面临问题,如法定体育组织数量不足、结构不合理、作用发挥不充分、资助制度不成熟、社会捐赠少、收入税收优惠率低等进行分析,并提出政府职能转变背景下我国法定民间体育组织的发展的建议,即增强组织的独立性、分类管理、发展实体性组织、加强监督和宣传、完善政策法规、建立长效化的资助制度、鼓励企业捐赠等。以此加强法定民间体育组织的质量建设,有效承接体育行政部门的转交职能,促进政府职能的转变,构建服务型政府。Private Sport organizations with legal responsibility,organizations dedicated to the sports public welfare,play pivotal role to cultivate public fitness awareness,to promote mass participation and to let them enjoy profits in sport.In the course of research,documents,analysis and analytical comparisons were conducted.The breakdown of the following problems was made.These problems include the lack of private Sport organization,the ill-structured framework,the unsatisfied roles,the less matured sponsorship,the insufficient public donation and the less favorable tax imposed on their income.Proposals were hereafter made on the growth of the organizations in the light of transformation of government functions.It is advocated that it is wise to render them more independent and to subject them to administration according to their types.It is advisable to give birth to organizations with enterprises.It is of a need to strengthen supervision and perfect the policy,and meanwhile it is of wisdom to set up long-term sponsorship with great efficiency by encouraging donations from enterprises.It was not until these measures to be taken can the qualified organizations be so well established that the relevant administrative responsibility can possibly be fulfilled,a milestone to construct the government for people.
